The events of September 11 resulted in a major reorganization for the FBI. Following the attack, the FBI's top priority became the prevention of any further terrorist acts in the United States or against U.S. citizens and interests abroad.
The "22 Most Wanted Terrorists" list was created to increase the chances of capturing individuals allegedly responsible for terrorist attacks around the world. These attacks include: the 2001 attack on the World Trade Center in New York, the Pentagon, and in Stony Creek Township, Pennsylvania; the 1998 United States Embassy bombings in Kenya and Tanzania; the 1985 hijacking of a commercial airliner; and the 1996 bombing of the Khobar Towers military housing complex in Saudi Arabia.
