In the summer of 2001, following his challenging election, with a divided Congress and sinking economy, it was unclear whether President George W. Bush would be able to carry out his political agenda. Everything changed with the terrorist attacks of September 11, 2001, when the President garnered widespread bipartisan support for his efforts to rally the nation in the time of crisis. President Bush directed resources toward rescue and recovery work, led the country in mourning, and commanded a legal and military response to terrorism.
