Discussion:
This is a 56 hour instrument that has indications for hours, minutes, seconds, and up and down, and a modern pattern Earnshaw spring detent escapement. It was made in Japan, probably during World War II. The U.S. Navy Bureau of Ships transferred it to the Smithsonian in 1963.
