CONTEXT
Major Bendetsen came up with the plan that would become Executive Order 9066, transforming the Japanese American issue under the Justice Department into a more legally-defensible military issue that made no mention of race. He was given two promotions in ten days and was made Director of the Wartime Civilian Control Administration.
