Brother Tokio, an innocent bystander, had been asked to help restore order among the agitators. As he was about to do so, he was arrested by WRA Internal Security personnel and accused of taking part in the disorder. During a night of brutal interrogation he was cruelly beaten and, not only was he denied medical treatment for his injuries, but he was imprisoned in the "Bull Pen" of the camp stockade -- a place of maximum punishment for serious offenders. Following the occurrence Army troops took over control of the camp and martial law was declared at Tule Lake."
